The Bureau of Administration is the Office of the Chief of Police and is staffed by Chief of Police Robert J. Noonan Administrative Assistant Michelle Witt, and two Lieutenant grade Commanders. Among many other functions, this Bureau is responsible for establishing and maintaining a high degree of stability within the organization, minimizing the intrusion of disruptive influences and conflicts from outside the organization, and establishing a high degree of organization and predictability of work processes within the organization. The Chief of Police is responsible for stimulating, facilitating, mediating, and controlling change directed toward providing better police services that are responsive to changing needs, as well as conditions within the community. This unit functions to establish a climate and conditions that meet the legitimate expectations of its employees in ways that will encourage their contributions to the mission of the organization. The Administrator's responsibility is to keep the organization focused on responding to and satisfying demands and conditions in its external environment. This responsibility is achieved through effective planning, organizing, coordinating, and controlling the internal organization environment. The staff of this Bureau then performs as a team to maintain a focus on the organizational objectives and to insure that all segments of the organization are effectively working together as a team to meet those objectives.

It is the function of the Office of Chief to ensure that all members of the organization are compliant with established rules, to determine that quality standards for service delivery are being met, and to guarantee the proper flow and use of resources is maintained. Investigation into deviation from the established rules, or reports of unacceptable or deviate performance becomes the responsibility of the Internal Affairs unit. The Administrative Assistant Michelle Witt provides secretarial duties to the Office of the Chief. Among other duties, the Assistant performs time management scheduling functions for the Chief, establishes and maintains filing systems for correspondence, types and maintains records of sensitive personnel investigations and public complaints, reviews and receipts general correspondence, maintains the updates and distribution of the General Orders manual, and performs other related duties. Records of employee training/education for POST requirements, records of purchasing, employee time worked records, worker compensation claims, damaged equipment reports, office supply inventories, and statistical data are also the responsibility of the Assistant. In addition, the Administrative Assistance serves as co- manager for the police department computer records management system, and as half time Records Assistant Supervisor.

The Chaplain Corps is staffed by two ministers of the Clergy, Rev. Ronald Joly (pictured above left), and Rev. Dwain Sliger (pictured above right) and functions under the Bureau of Administration. The responsibility of the Chaplain is to offer a stabilizing force for employees and/or their families in personal or emotional conflict, to provide or direct counseling for employees in need, and to assist in death notifications. The Chaplains maintain the ability to identify and defuse high-stress conduct and/or offer ethical direction to performance conflict. The Chaplain Unit offers a resource to the department and its employees that can deal with attitudes, performance, or conduct before it becomes deviate.
